  5. Discussion has turned to lamenting about various government contracting mechanisms. Some call for strictly reducing use by NASA of cost-plus contracts; others warn that fixed firm price contracts don’t work well on some technology development programs.

  9. Pierre Franck of the Luxembourg Trade and Investment Office: don’t expect recent (Oct. 14) parliamentary election in Luxembourg to change its Space Resources initiative. New coalition government likely to have same parties as the previous one, and effort has momentum.

  10. Jim Green, NASA chief scientist, says plans to make the first selections in the Commercial Lunar Payload Services (CLPS) program still expected in the “December timeframe.”

  11. ESA Director General Jan Wörner, in a prerecorded video for the meeting: don’t go back to the Moon, go forward to the Moon. (And yes, he emphasized that the Moon Village is not a real village, as he does almost every time he talks about it.)

  12. Pace: We support the Outer Space Treaty and have no plans to change it, as the vice president recently said.

  13. Pace: does humanity have any future in space? This group would say yes, obviously, but that is a faith-based answer. Need to know if humans can live “off the land” in space, and if there’s any economic justification for humans in space.

  14. Pace: commercial roles in lunar exploration could expand to include transporting astronauts to the lunar surface, through perhaps a COTS-like approach.

  15. Pace: we wanted to create a program where we can engage with other nations. Mars is not a bad idea, but it did not provide enough opportunities for potential commercial and international partners.

  17. Giuseppe Reibaldi, president of the Moon Village Association, emphasizes the international nature of the organization, with China one of the participating countries. But, no Chinese are able to attend this meeting in the US because of “visa problems.”

  19. If you have to start an event at 8 am on a Sunday, at least it’s on the Sunday that marks the end of DST. The Moon Village Association is starting its meeting shortly, while down the hall USC is doing a separate commercial space workshop.
